I need to speak to those people who belong on the police force. I waited a couple of days because I was hoping to see someone step up, but I understand if no one has.
Justin Pendleton left the City. I think we need to talk about how to go about keeping people safe. If you know anything about the force, then don't hesitate to contact me. I'm Captain Steve Rogers.
While there isn't a chief, I suggest that we organize things until some order comes out and a new Chief of Police can be decided on. Is there anyone who is next in line? Someone I can speak to?

I'm Setsuna Mudou, sort of part-time on call for cursed madness and more supernatural happenings.
I just got back, dammit! He can't leave.

How often did he call you?

It hadn't happened yet.
I've only been on the force's payroll for a couple of months. Maybe three. I've been told things have been pretty tame lately, and a good chunk of this month I spent out of the City.

Pushing aside what we don't know, what do we know?
[ Voice ]
That this place was running on air because the paperwork is pretty thin.
