I need to speak to those people who belong on the police force. I waited a couple of days because I was hoping to see someone step up, but I understand if no one has.

Justin Pendleton left the City. I think we need to talk about how to go about keeping people safe. If you know anything about the force, then don't hesitate to contact me. I'm Captain Steve Rogers.

While there isn't a chief, I suggest that we organize things until some order comes out and a new Chief of Police can be decided on. Is there anyone who is next in line? Someone I can speak to?

I know. That still leaves Clint, Natasha, Sgt Barnes and Lady Sif. It might not be the original team, but I think they should be included in the discussion.
