The horses used to look more like actual horses. These new ones seem to have symbols like the ones we have. There was something oddly familiar about one of the markings I saw on them...

I have seen it spin faster or slower depending on what has been going on, but never anything quite like this.

That seems to be the case. Larger events affect the workings of the city more than the every day curse.

I like to think so too, it is just at times like this when the City is being unpredictable, I wonder why I have bothered to gather any information on it at all. I can't predict what the City will do.

Apparently I made back up copies of the information I had gathered before I left and the database of the FTO didn't change at all. It must have stayed here when I went back to Cephiro. I don't remember collecting all of this data but I doubt I would have remembered it all anyway.
