Emotional subroutines can be installed to that intelligence's programming to allow freedom of development of those emotions, but not everyone has access to that sort of technology.

Zhe most well known example of such is SHODAN. Sentient Hyper-Optimized Data Access Network. She was freed of her ethical constraints and murdered an entire space station.
