In a City where there are known curses, and tricks, and generally ill happenings, people actually pick up tiny little hearts, engraved with words like death, and murder, and liar, and the like, and then proceed to eat them? Not to mention, they rather smell like chalk to begin with.

For this particular curse, yes. But it's a far cry from calling several people 'silly' to stating that everyone living here lacks basic knowledge and survival skills.
