I'm not surprised you're here.

[After a few moments full of drippy noises--the sounds of someone wringing his shirt and hair out, maybe--the device is retrieved and turned to show a wet and unamused Justin.]

It hasn't been a year, has it?

People are encouraged to post to the network or to contact an officer directly, but I can set up an emergency phone line.

That might be best. Sometimes we might not catch those posts on the network. Or what if the one person they know on the force has been sent home? It would be hard to get in contact.

It was in the guides, but there's dispersing the guides, as you said, and the matter of getting people to read them.
