[A very wet hand grabs the recording device. After a moment of darkness, the device is set down (with absolutely no gentleness whatsoever) on the edge of the fountain. From off screen:]

I'm not surprised you're here.

[After a few moments full of drippy noises--the sounds of someone wringing his shirt and hair out, maybe--the device is retrieved and turned to show a wet and unamused Justin.]

It hasn't been a year, has it?


[ooc: Yeah, I brought him back. Do appraise him of the police situation!]

Good.

They aren't new. I've been associated with the police for years and, even at our most efficient, there were complaints. I had no intention of leaving without establishing a sense of order.

There will likely always be complaints. There is always something to improve, for one thing. For another, some can never be made happy.

I agree, but the police force will never be adequate, public opinion aside.

Why not? Are you that limited?

In numbers, in funding... in organization. People come and go so often that maintaining any form of order within the department is difficult.

And none of those with money to spare will fund you? Wouldn't they want some order?

I do understand the coming and going problem. It makes just about anything long term difficult here.

Money alone wouldn't help, although I've invested money into the force... I'm sure others have, as well. It's a matter of numbers and trying to control a city full of people with unusual powers... a matter of determining what's right and wrong in a mixed society, of how accountable a person can be for acts done under the influence of a curse.

It doesn't help. Four years ago, I was studying forensics; I became chief simply because I had been there the longest.

Then you're fighting a losing battle from the beginning.

Have you tried to talk with the other type of citizens and come to some sort of an agreement between those with powers and those without? That might be too diverse....

[Oh, Ken. That's almost cute--getting anyone in the City to agree on anything.]

There have been some attempts in the past, but you're right; it's a losing battle.

Too diverse, then. Still, I'm sure you're doing your best. That should be more than enough for other people.
