[A very wet hand grabs the recording device. After a moment of darkness, the device is set down (with absolutely no gentleness whatsoever) on the edge of the fountain. From off screen:]

I'm not surprised you're here.

[After a few moments full of drippy noises--the sounds of someone wringing his shirt and hair out, maybe--the device is retrieved and turned to show a wet and unamused Justin.]

It hasn't been a year, has it?

And none of those with money to spare will fund you? Wouldn't they want some order?

I do understand the coming and going problem. It makes just about anything long term difficult here.

Then you're fighting a losing battle from the beginning.

Have you tried to talk with the other type of citizens and come to some sort of an agreement between those with powers and those without? That might be too diverse....
