The guards are stupid -- they're like empty bodies. They don't talk, and they don't listen, but they're weirdly strong, and there's a lot of them.
Hey, who're you? Are you going to fix this up so it doesn't happen again? I can blow some things up for you if you'd like. Maybe we could flatten all those guards...

In my world, I was the judge of all sentient souls, effectively a god, but it seems here none die and none are judged even in the more mortal sense. Even so...I have a magical artifact that allows me to see the past actions, motivations, thoughts, and so forth that would lead to a creature's overall behavior, in great detail. (Granted, I can't assure you that the City hasn't tampered with my capability, but that is what I have come here having been able to do in the past, and it has worked on two individuals so far.) That should at least assist with determining innocence and guilt, I would hope?
I am also quite combat-capable, although my power fluctuates with the opponent's power and also how sinful their life has been; I am strongest against powerful and evil individuals. The good who are cursed here, I would have less ability against, but it is still present.
And if it is any help, I can fly.

Back to the jail, the guards are soulless ghouls. They have no record of sins, because they are effectively non-sentient. If one were to ask me, I would say that the entire ghoul staff needs to be destroyed or relocated and the jail re-staffed.
I hear they are difficult to fight, however, and they are exactly what I cannot combat as well due to having no actual capacity for conscious evil.
The interior of the jail was structured as a psychological punishment, forcing the inmates to relive their crimes repeatedly through the use of moving pictures all around the cells. The inmates were allowed visitors -- I saw some of them myself -- but from what I have heard, they were not told how long they would be contained, what any further punishments were, or even their crimes, past what the pictures displayed. Granted, the guilty seemed to have those images matching actual crimes, but I have few data points on that.
All of this is from a limited viewpoint, but make of it what you will.
