I would suggest a complete overhaul of the City's legal system, but these so-called Deities do not care one bit for any kind of system.

For such a chaotic place, having no system is very unfortunate. If people from all worlds can come here, I am surprised the City still exists with no system to deal with crime, evil deviance, insanity, and other such problems.
