That's apparently not too uncommon of an occurrence. Certainly, given the City's propensity for drawing in individuals from any variety of timelines, it's reasonable enough to assume that it would be possible for it to pull in the same individual from a slightly alternate reality.

Though I don't imagine any sort of theory makes the experience any less disconcerting.
